- upgrade Solid runtime and Babel preset from 2.0.0-beta.28 to 2.0.0-rc.1
- bump Ashlar from 0.2.0 to 0.3.0
- refresh the Bun lockfile

## Verification

- bun install --frozen-lockfile
- bun run lint
- bun run typecheck
- bun run test (227 pass)
- bun run test:prod (227 pass)
- bun run build
- bun run verify:pack
